Our government is bad because it’s the only entity large enough to tackle a crisis like this but intentionally hobbled by people who hate government

it really would be so much easier if that were true, alas

It's partially true. The people who should be trying to hold it to a higher standard of accountability instead have given up on the possibility of competent government and try to hamstring it at every opportunity.

oh is that california's problem

California's problem is that microcities control land use instead of the state.

transit, education, homelessness, heroin, violent crime, an actually apocalyptic pension crisis on the horizon, and on top of it all an increasingly tedious nanny-state culture of "vapes are now illegal just because." it's not only a land use problem.
