Even if that’s true I just don’t see why dealing with it while state revenue is getting hit by a once in a lifetime event is optimal
i don’t think anyone wants to deal with it at all, ever, which is why we have a crisis. but we’re deluding ourselves if we think it’s because of the pandemic — which btw every other state in the union is also experiencing.

Yes and every other state should get their revenue backstopped by the federal government until it’s over and then they can deal with their idiosyncratic problems when they arise
