What about ”modular floating prefab platforms” that all inter-link and are joined with the land in the Bay Area. Then anyone can build homes on top of them under certain restrictions of house design. So in a way your creating growth, without permanently reclaiming land?

They just sent all the college kids home but aren't refunding room and board costs. That is a lot of pre-paid dorms and food that can go to the homeless - at least for a couple months.
