Here’s what many people don’t understand about the prevalence of corruption in authoritarian systems: you’re probably breaking some law every day anyway, so a few bribes here and there don’t really make a difference.
When I lived in South America, the locals taught me to distinguish between merely unethical corruption (bribing my local traffic cop when he "fined" me at Christmas) and immoral corruption (See that new bridge over there? What bridge? I don't see it. Sure you do...).
Side note on statewide culture (not city per se). Lived in MA, VT, OR, and CA. VT and OR - less law, less law breaking, more cooperation. MA - execessive laws and law following because law breaking is enforced. CA - excessive laws, minimal enforcement, high law/rule breaking.
