All of these things are about probabilities, and difficult to convey to the public in succinct terms. It's like saying that the cliff is 100 meters away, and we have to slam on the brakes within the next 50 meters to avoid it. I don't see what's so complicated about this, though I suppose the argument is that voters are so stupid that mentioning two numbers will confuse them?

Personally I'm not a big fan of extreme-sounding language. Perhaps "this is bad, and the longer we take to do something about it the worse it gets, and the very worst outcomes are truly very bad indeed" seems like something we could all agree on.
