Well I think funding war profits the military industrial complex whereas funding education and housing probably increases productivity and gdp a metric fuck ton.

No empire or nation ever fell apart due to overspending on the health of its citizens. Healthy citizens are what PRODUCE economic value. On the other hand, many empires and nations have died because they spent too much on war.
