isn't the credit industry (and much of america's economy in general) based on "we'll pay for it with more debt" whenever asked "how will we pay for it"?

That's bad... but what is worse is that they aren't proposing anything obvious such as tort reform or triage tents that would structurally lower the costs of giving medical care at any level for any group.
