No, the onus is on them to explain why the argument is bogus, a process which can be completely ruinous.
I love this nuance of US anti-monopoly law; that a monopoly has to be shown to be bad for consumers, not for companies!

Would be great for a politician to explain this in layman’s terms on a debate stage or other high-visibility platform. I’d bet that this is among the least understood concepts among the general voter population.
