      yeah, i'm pointing out the mismatch where cities let everyone build new offices (creating demand for housing) but then don't allow new housing

      because there are 101 cities and many of them are experiencing various levels of fiscal stress, not to mention they have few incentives to cooperate with each other.

          Prop. 13 renders a lot of annexation non-viable IMHO. San Jose annexed a lot in the 1960s/1970s prior to P13, and that meant they were left with cost-heavy/residential-heavy financial structure.

          I would love to see a Bay City emerge. I don’t know what the tipping point is to make things better, but my work in the developing world makes me fearful as to how long you can be stuck in a negative equilibrium.
