Sometimes people choose “less bad” and the train ride from the suburbs to Tokyo is miserable. What forces prevent Japanese companies from locating their headquarters in suburbia? If “job for life” is actually a thing, company towns make sense.
young people don't want to live in the suburbs. they want to live in cities. in tokyo they actually build housing, so young people can afford to buy property in the city. and i'm sorry but on what multiverse earth is japanese transit worse than american transit?

The majority of young people (who have a separate home) live within 20 miles of where they were born. Giving away houses in particular suburbs isn’t unique to Japan, happens in the US too. Some suburbs suck. Doesn’t change the overall US trend of suburbs growing 2x urban areas.

Crime rates of American downtowns and Japanese downtowns are infinitely far apart. Housing costs too.
