Republican voters are constantly pushing for more autonomy to be shifted to the local level. Whether they’re doing a good job with it or not is another question.

you are referring to arguments that have been made for the right *not* to change, which is not at all what i'm talking about. i am talking about embracing local political structures that would make it easier to build new things — physical infrastructure, social programs etc.
