That requires the status quo at the federal level to be pretty good.

Give more power to counties/townships and less power to big cities that use all that for environmental doomsday legislation and welfare. See 2nd amendment sanctuary movement in Virginia, it could work for other issues.

This would be so much more effective as an economic force if the populace had an easier time of moving and self-selecting into those localities. Otherwise those municipalities exercise in reflection, Not leadership

The Swiss voting system does a pretty good job of landing in the middle.

there's is more accountability at local governments so everything tends to better governance faster not so much at the federal level

So experiment at seed stage (local) instead of softbank-level at federal. Seems...sensible. Never gonna work.
