Nope. There was no promise of 20,000 in exchange for Billions of taxpayer money. Year one projection was 700 jobs.
this is literally propaganda. amazon was planning a new headquarters meant to be equivalent to seattle. that’s 45,000 people. tens of thousands of jobs. please read something other than ocasio’s twitter feed.

Well Amazon split the headquarters in two, one part in Northern Virginia (where I live) and the other part in NYC. Both parts were supposed to be allocated around 27,000 jobs. But thanks to AOC, it doesn't matter anymore because NYC gets nothing.
