It's not when prison spending is up +300% (sunk cost with near-zero economic returns) over the same time-frame when education spending is down -35% (even though the later returns 4:1 economically for every dollar invested). Higher education is much, much better for everyone.

The impact of college behind bars on recidivism rates is undeniable (grads 10x less likely to go back to prison), so it seems it is a crime deterrent/public good. I think in 5 years it’ll feel crazy that we ever thought otherwise.
