Allowing speech that offends the dignity of others is a core requirement for free speech values. Otherwise you are encouraging the tyranny of the easily offended. And the government in power in these scenarios is usually pretty easily offended.

Actually respecting human dignity is one of the first parts in Germany’s Constitution. As well as most other countries who drafted their constitution after WW2. It’s a wonderful thing

the problem with an ambiguous value like “respect dignity” is it can be defined however a political majority wants, and is therefore meaningless. “congress shall make no law... abridging the freedom of speech,” on the other hand, is an unambiguous check on majority power.
