Were prisoners randomly assigned to those classes? I kinda doubt people pursuing undergrad degrees received treatment randomly (or by natural trial). Nothing *wrong* helping those who want to reform, but if they were unlikely to recidivate anyway, other ways maybe more effective.

It's not when prison spending is up +300% (sunk cost with near-zero economic returns) over the same time-frame when education spending is down -35% (even though the later returns 4:1 economically for every dollar invested). Higher education is much, much better for everyone.
