at this point, if the entire technology industry refused to comply with some draconian law or other, what would even happen?

Unfortunately they'd use the court system to attack and exploit the tech companies for lawsuit awards to then use as windfalls to fund their ridiculous and out of control projects. They aren't interested in law enforcement unless they can profit from it
and if the industry decentralizes? a company can now theoretically operate extra-nationally, and anonymously.

It probably wouldn't be wise to have a business model of operating anonymously. Depending on the bureaucrat/politician, they could use the might of the federal government to bring bad news and prison terms after painting the operation as a threat.
