Unfortunately they'd use the court system to attack and exploit the tech companies for lawsuit awards to then use as windfalls to fund their ridiculous and out of control projects. They aren't interested in law enforcement unless they can profit from it

and if the industry decentralizes? a company can now theoretically operate extra-nationally, and anonymously.

Little gov can do. Tech needs (God help us going down this road) to continue increasing lobbying efforts. Need to learn from oil&Wall Street. No risk of long term stagnation/monolpy even through laws b/c tech moves much faster & incumbents become irrelevant due to flow of history
