Juul themselves stopped supporting the measure months ago, because there was already so much ill will built up towards it. Throwing around accusations of voter fraud over this is pretty extreme and just makes people more likely to tune you out

I disagree with the results of a large number of races and ballot measures, and I'm more open than most to the idea that CA in general is allowing a lot of voter fraud to occur. The official narrative on Prop C still seems plausible enough to me for now
