I guess no government (except UN presence) is apparently better than *whatever they had* before the government there collapsed: https://www.sciencedirect.com/science/article/pii/S0147596707000741 … But I don't know what we can really extrapolate from that as far as what level of bureaucracy does or doesn't make sense.

Somalia was the deceased carcass of a failed socialist state & subject to continued western intervention. The Anarchic parts of the country prospered relatively well as compared to Mogadishu. Birth deaths were lower. TV penetration higher. Somaliland is most stable area.
