Assault victim Paneez Kosarian could’ve used her platform for good. Instead, she cast every homeless person as a mentally ill, drug-addicted menace.

It seems that we should have policies that prevent dangerous people who are mentally unwell from harming others on the streets of SF. And, perhaps if we did something about that, we’d have more public support for the other 85% of homeless folks who need navigation centers

It is a non-trivial issue to take away someone’s civil liberties. Both California state law and municipal law had to be changed to even do this pilot program.https://laist.com/2018/10/02/la_county_gets_more_power_to_force_severely_mentally_ill_homeless_into_treatment.php …

i understand conservatorship is a big deal, but the reason there are so many hoops (i.e. required acts of violence) is because the city appears to be offering permanent free housing at the end of the process.

That’s just not factually true. About 1/2 of exits are actually bus tickets elsewhere. Only 4-12% of 6K permanent supportive housing units turn over every year & become open to new chronically homeless people. Shelter waitlist is 1K people long. So... lots of people on the street

That’s a good question for Mandelman, Breed or Wiener, not me. My read on that is that is probably what had to be negotiated in exchange for passing a stronger conservatorship program. I think I said in another thread that Lanterman-Petris Act passed in 1967 made it hard.
