could we charter cruise ships to permanently circle the bay area? docking 5 or 10 times a day for pick up / drop off?
RVs in garages? 10x our available boat slips by building into the bay? declare an emergency, dissolve the board of supervisors and temporarily empower the mayor to suspend impediments to building?

Unsurprisingly a lot of Bay Area municipalities are cutting down on live aboards in Marinas. It is almost comical at this point how much the landed gentry hates non-land owners.
