This just means addressing market failures. I know some don’t believe in this concept, but for everyone else there’s a healthy debate to be had about how to do this without terrible unintended consequences.

That’s a bit much. “You either have a Constitution or you don’t”. Matters what it says, matters what we do because of it. There are many Constitutions, some of them even work, to the extent people want to build a working society that checks and balances itself. Capitalism, same.
