there is no good-faith argument for extending 16-year olds the right to vote without concurrently the argument for extending 16-year olds the rights to drive, smoke, drink, gamble, join the military, get married and have sex (with men and women of any legal age)

where one does not believe 16-year olds are yet mentally capable of making rational decisions concerning their own health, the argument they *should however* be allowed to vote is explicitly a desire for mentally incapable voters

there's also clear science that indicates smoking is extremely bad for adults. we let adults decide whether or not to smoke anyway bc of the assumption adults can reason for themselves -- same assumption is core to democracy. confused what your point is here.
