because when congresspeople, journalists, and press secretaries know they're on camera their greatest incentive is to perform

That’s true. Despite the acting, i like the transparency benefit of having hearings on video. Press conferences I can take or leave. But it’s nice for folks to be able to see what their Congress creatures are up to even if they amp it up a bit for the cameras.
