Prop C spends half the money doing exactly that, building housing. The rest is spent on emergency shelters (as you advocate), mental health services, mobile bathrooms and rental assistance to those that have housing but are in danger of losing it.

we have 300 million a year already. we could start building shelter space tomorrow if the policy were put in place. and no, prop c isn’t building housing. that requires zoning and legislation, not pouring 300 million more into a strategy that will never work.
