the problem is three-fold. 1) they have no political incentive to do anything, bc sf is a one party town, 2) they fetishize poverty and victimization as contra capitalism, to which they are religiously opposed, 3) they are actually just not very bright

With a lot less money than SF Salt Lake City put a hug dent in homelessness by getting people into tiny homes and then helping them stay by getting them skills training and committing them to pay rent
