Going after so-called "speech that incites violence" is the same reasoning as criminalizing marijuana because it leads to hardcore drug addiction. One precedes the other but is not a direct cause.

It looks like you need to check the definition of "incite." It may help you understand why the court ruled that fighting words, making terroristic threats, and yelling "fire" in a crowded theater are not protected speech.
