They could reveal the shooter's name, but also provide an insulting nickname they recommend everyone use instead. Like Danny Douchenozzle or Bobby Buttnugget.

A public safety argument could be made for this if you acknowledge that many mass shooters are seeking attention/notoriety. But even if the media didn't name them, social media would pretty quickly.
