@michaelmalice I didn't say it happens very often (or ever). But that's the problem. The real costs are hidden until it is too late.

@michaelmalice I remember it clearly. There were like two weeks where those guys were ready to bail while they waited for the CBO score.

@michaelmalice Maybe. But it was definitely an issue for them. So much so that they wrote the law with gimmicks to avoid a bad score.
