In the English used at the time, "well regulated" meant "well supplied." Also, a clause like the first part of the 2A does not modify the second. It could just as easily been, "The sky being blue,... The operative words come after the comma.

“well regulated Militia" (3 WORDS) is a Militia that is "organiz[ed], arm[ed], and disciplin[ed]" ART I, § 8, CL 16 according to law—not "self-regulated" by arbitrary individual standards. The Constitution recognizes the legal definition, which was 150+ years old at that point.
