I think it's lizard brain funny, meaning it comes primarily from experiencing and attempting to alleviate discomfort rather than cleverness

This is my guess. People laugh by instinct to communicate lack of hostility and relieve awkwardness. Just because it serves that purpose doesn't mean they can't experience real humor inwardly while doing so.
