U visas have been around since 2000, they absolutely incentivize criminal allegations. I’ve seen people apply for them even after the charges were dismissed because the “victim” didn’t show up to cooperate with prosecution.

They did this same crap in camps along the Syrian border. 'Advocacy' groups coached refugees to tell stories of atrocities and hardships in order to check the boxes necessary to ensure they'd be accepted into the West with minimal investigation.
