Sheriff's work better in small towns and rural areas. The sheriff is an elected position so he keeps his deputies in line. I've been stopped for speeding by the sheriff department about 5 times and never got a ticket and the deputies almost apologize for pulling you over

It's definitely a Canadian thing as well; and a British thing. I think a lot of it has to do with actual contact with the police. In the first 28 years of my life the only time I actually spoke to a policeman was when he came to my kindergarten class to talk about abduction.

The Japanese have a very positive relationship with their police force. The Brits also have something similar. It depends on how the society views the state and its authority. The knights in King Arthur's court were generally seen as brave and just, etc.
