28" has never been 28", however, it's not as ridiculous as women's clothing sizes.

I had the exact problem in Japan. Every inch measurements were way off. You'd think something like size XL is subjective, but 32 should be 32", not 29" or whatever

Toured a jeans factory not long ago, little known fact: Pants are cut these days using lasers. 100's of layers of cloth are piled, then laser cuts the pile in the shape of the pant. Due to the fact that these piles are inevitably imperfect, not all sizes are exactly the same.
