Lived in South Korea for two years I can confirm they swap R and L sounds quite frequently it has to do with the location of the ㄹ character though and it's not Everytime

Japan has a consonant midway between L & R. During WW2, US code breakers intercepted a message using the Jade code (Katakana alphabet) which mentioned Ireland "i ru ra n do" which was the predictable text they needed to crack the code.
