It really didn’t. The WWI gov’t claimed a lot of power and exercised a bit of it but not as much as they claimed. FDR built upon that power twenty years later using the more advanced technology that had developed in the years between the wars.

It should be noted that FDR played a big role in the expansion of government during BOTH wars. He ran the Navy Dept. during WWI.

James Garfield was shot on July 2, 1881. He languished until his death on September 19, 1881. During this time Congress was never in full session because it was hot in Washington. The United States of America did just fine during during the period of his incapacitation.
