When a person is avoiding personal responsibility the blame will constantly be shifted to something they have no control over. When discussing the things they have control over they will say well it’s just not being handled correctly by someone else.

It may be the case that children in public school are at high risk of injury death, and especially psychological scarring, but if we allow children to leave then it’s possible some of them might not do as well on standardized tests
