I wish I could say this seems unbelievably stupid, but I met enough elementary education majors in college to know creating it probably taxed the teacher even more than finishing it will tax the students.

Perhaps, it also teaches children to follow through with assigned tasks, maybe learn to work alone or in a group. Children need the discipline to learn the foundation lessons early in life so that they can build on that knowledge.Teenagers w/o discipline are a joy unto themselves

School's primary function is to relieve parental responsibility for their kids. It's a babysitter. Homework is a bonus babysitter for the few hours at home the parents might have to spend with the kids.
