          Its a plebescite expression.Since change in culture&politics happens simultaneously,and it interferes with ppls daily behaviour and the plebs arent intrested in ruling,they default into that way of thinking,hence the expression.

          I read a study that showed had all regulations stopped in 1950; after most regulations people support, child labor laws, etc., everyone would be 4 times as wealthy. That would certainly a positive!
