Yet in Canada the amount of fentanyl found in all these substances is pretty parallel with what is found in the US. At the very least this suggests another motivation for including the substance in the mix other than cost v risk.

Ill ask this in good faith though. Fentanyl is found in other black market substances and in other countries (ie Canada) where the offenses of possession are not as severe. Cocaine, amphetamines etc. Im not sure this point can carry weight across borders.
