Maybe. You could argue that an amendment should require near consensus. But then we wouldn’t have abolished slavery with the 13th amendment.

We didn't really need an amendment for that, considering that if one sees racial minorities as human, constitutional law already grants them the right not to be enslaved. You would still need to enforce that, but you would just do it the same way as the 13th.
