Punishing people helps take the hot burden of revenge off of an injured party, and gives them satisfaction through a cold, orderly process. This may be essential to prevent injuries from escalating into blood feuds and wars. But it has become another kind of monster.

We can start by getting rid of laws & regulations that create victimless crimes. That removes 95% of current criminals. The other 5% should be separated by violent & non-violent. Non-violent should be rehabilitated as if they were going to live next to your grandmother when out.
