Without knowing more, it's easy to explain Pasteur's behaviour without assuming bad faith. Standards change in fields; what is considered good practice in one generation (or community) may come to be considered weak in another.

A good example is DeepMind not releasing source code for their AlphaGo paper in Nature. Today, that appears borderline - it's common not to release source code, but people are getting increasingly frustrated. In 50 yrs I'll bet it'll be seen as unacceptable not to release source

From what I've read elsewhere, Pasteur knowingly concealed his methods for various reasons, including not wanting to acknowledge the contributions of competitors, + having committed ethical violations
