Anyone know where the @pmarca blog post is that talks about the European effort (more than $300 million Euro!) to build a search alternative to Google? Not in the blog archive, that I can see. From about 2007 or 2008.

No. Airbus was a merger/JV of long-established aviation companies. Boeing is as well, for that matter.
