      A key difference is that the false consensus effect is the error that I believe everyone else thinks the same way I do. Your example is something closer to the opposite.

      The question was meant at a different level of abstraction: just the sense that collective intelligence seems to fail over and over again in similar ways. Much like certain failures of individual cognition (hindsight bias, availability heuristic etc) are very common.

      We have names for some of these (e.g., cascade effects, herding, etc). But I'm not aware of a general term for common patterns of failure for collective intelligence.

          i'll tend to go with "tragedy of the commons" even if in econ-speech it is more strictly confined to a specific kind of market failure, it conveys the meaning you tend to express here.
