That's my point - in specifics, the statement seems to be reduced to something approaching a commonly-agreed truism. It'd be nice to understand the detailed tradeoff better.
I've only read Page's early work on this (up to his book), so perhaps the situation has changed(?) I liked the work enough - I quote it in my book "Reinventing Discovery" - but wish the tradeoff was a lot sharper.

He’s more recently trying to come up with different ways of representing the process - a more detailed formal account of cognitive differences, plus the stuff he borrows from ML on bagging and boosting as techniques to help.
