Yes. The scheduling system is probably not optimal, but it's far, far better than regular review. I've no doubt there's another factor of 2 or so to gain with a better spacing system.
Incidentally, Settles & Meeder did some nice work using machine learning to get an improvement. I think their solution can probably be improved on quite a bit, but it's a nice paper: https://s3.amazonaws.com/duolingo-papers/publications/settles.acl16.pdf …
