Reading papers and books and watching videos. This is especially helpful for building mastery outside your area of expertise. You can (say) read a paper multiple times through, each time just grabbing what is easy, gradually building up an understanding.

Could you share a single papers cards? I'm interested in the granularity and focus on what is worth remembering.

My cards are unsorted (much, much better for me, especially creatively). I'd suggest just experimenting until you find a granularity that is good for you.

Now I'm thinking I need a way to turn highlights (in InstaPaper and MoonReader) into Anki cards.

I sometimes go through my highlights in a Kindle book and turn them into cards (with a lot of processing, of course - the highlights themselves aren't usually the cards, but rather simple questions)
