Related, the same article points out that the conventional wisdom that most papers go uncited is due to a methodological error - original study counted documents like corrections, meeting abstracts etc that you'd expect to go uncited.

I don't know about the US, but in Europe all funding agencies have some citation-count based KPI. I saw networks of universities cite the shit out of each others papers to get those up.
